Jacksonville's rent squeeze, and the 2-1-1 front door

Jacksonville and Duval County have shared one consolidated government since 1968, so most public help runs through one set of city offices for the whole county. Costs have caught up with the city's reputation for affordability. The Census Bureau's 2024 American Community Survey puts Jacksonville's median gross rent at $1,568 a month, above the national median of $1,487, while median household income is $72,389, below the U.S. median of $81,604. That gap shows up in rent burden: 58.7% of renting households spend 30% or more of income on housing, and 27.8% spend half or more.

How rent and utility money is handed out

In Jacksonville, much of the emergency rent and utility money is not applied for directly at the charity. It is booked through United Way of Northeast Florida's 2-1-1. The Downtown Ecumenical Services Council says its financial assistance appointments for rent, utilities and security deposits are processed through 2-1-1, which takes calls 24 hours a day, seven days a week, though appointments are limited. Catholic Charities Jacksonville gives the same instruction for rent, mortgage, utility and deposit help: dial 2-1-1 or 904-632-0600 for a referral.

The city itself has a role too. The City of Jacksonville Social Services Division, which has served residents in some form since 1923 and joined local government at the 1968 consolidation, administers emergency financial assistance under the city's Ordinance Code.

Neighborhood help by ZIP code

  • Arlington Community Services covers 32211, 32277 and 32225 plus parts of 32216 and 32246, with small amounts of help for rent or JEA bills on a referral basis.

  • St. John's Atlantic Beach considers rent or utility help for 32233 residents facing a documented shutoff or eviction, no more than once in 18 months; call (904) 246-6014.

  • The Mandarin Food Bank at 11730 Old St Augustine Rd has served the Mandarin area since 1991 and sees nearly 30,000 clients a year.

  • Lutheran Social Services runs a pantry open by appointment, up to once a month for anyone.

Housing and legal help

Jacksonville Housing has provided housing assistance since 1994 and runs Family Self-Sufficiency, JobsPlus and senior services. If you have been served with an eviction summons, Jacksonville Area Legal Aid serves 17 North Florida counties, including Duval, and holds Eviction Defense Self-Help Project sessions. The Duval County Clerk's civil department answers filing questions at (904) 255-2000.
