Jacksonville JEA Bill Help 2026–27: Extensions, Payment Arrangements and Where to Find Assistance
JEA provides electric, water and sewer service in Jacksonville. When a JEA bill gets away from you, JEA gives you two tools of its own: a payment extension and a payment arrangement. Both are free of interest and fees, but they work differently, you can't use both at the same time, and a missed arrangement payment can make your whole balance due at once.
This guide explains how to pick the right one, then lists the community programs JEA points customers to when an extension or arrangement isn't enough.
Last checked October 2026. JEA's own pages block automated access, so the JEA details here come from archived copies of its official pages: Get Assistance (captured October 12, 2026), Payment Arrangement FAQs (captured June 10, 2026) and Community Resources (captured July 1, 2026). Confirm anything time-sensitive with JEA directly.
Extension or Arrangement: Which One?
Payment extension: It moves your due date back. Use it when you'll have the money soon, like a paycheck that lands a few days after the due date. Apply online, and JEA's self-serve system tells you right away whether you qualify and what your new due date is.
Payment arrangement: It spreads a past-due balance over up to 12 months of installments, which are added to your regular monthly bills. You'll need a down payment equal to one-third of the outstanding balance on your last bill. Use it when the balance is too big to catch up in one or two paychecks.
Rules for both (from JEA's FAQ):
Both are interest- and fee-free.
Both require an application, online or by phone.
You can't have an extension and an arrangement at the same time, or more than one of either.
Approval depends on several factors (see below).
What JEA Looks at Before Saying Yes
JEA lists these factors for extensions and arrangements:
your payment history and how long you've been a JEA customer
the past-due amount, and how old the past-due debt is
any active payment plans or arrangements
how timely your earlier payments were
your JEA credit score
bankruptcy status
any evidence of tampering or fraud
What this means in practice: if you've had a recent arrangement that fell apart, the online system may say no. Call anyway and ask what options are left. Then go to the community resources below.
How to Apply
Online: Sign in at jea.com, or register for an account if you don't have one, then choose Request an Extension or Request a Payment Arrangement. For an arrangement, the system shows whether you're eligible, the required down payment, and the number and amount of installments on the confirmation screen.
By phone: A JEA Customer Advisor can take the application and give you the terms. Either way, JEA says all customers get an email with the arrangement terms.
In the My JEA app: The app also handles account tasks.
Living With a Payment Arrangement
This is where most arrangements fail. Here's how JEA describes it:
Each month you pay two things together: your regular bill plus the installment, by the due date.
Where to see it: On a paper bill, the arrangement details are in a box in the top-right corner of the first page. Online, they're under Manage My Account.
If you miss a payment: A missed payment makes your entire account balance due in full immediately. If you don't pay it in full, service can be disconnected.
Scheduled payments: If you schedule payments, the date you choose must be at least one business day before the due date.
Caseworker tip: Before you accept an arrangement, add up the installment and your highest recent bill. If that total isn't realistic, ask for more installments or look for help to lower the balance first.
Someone Else Can Pay: Guest Pay
JEA's Guest Pay lets a family member, friend or agency pay on your account. It works for active accounts only, with a bank account or a debit or credit card. It can't be used for deposits to start service. If someone has offered to help, this is the easiest way for them to do it.
When an Extension Isn't Enough: Community Resources JEA Lists
United Way of Northeast Florida 2-1-1
Call 211 or (904) 632-0600, or text "Hello" to 211904 to chat. Choose the option for other calls, then enter your ZIP code. JEA says the specialist will ask about:
your name, date of birth, phone number and the last 4 digits of your SSN
whether you're a veteran, disabled or employed
how far past due you are, the current bill amount, and whether you got a shutoff notice
the reason you need help
211 doesn't pay bills itself. It refers you to agencies. JEA notes that those agencies require appointments, proof of income and other documents, and a copy of your current utility bill, and that there may be a wait.
City of Jacksonville Emergency Financial Assistance Program (EAP)
Appointment line: (904) 255-2469
Open Monday through Friday from 9:30 a.m. until appointments are filled. Call right at 9:30.
City information helpline: (904) 630-2489
Seniors 60+: EHEAP
The Emergency Home Energy Assistance for the Elderly Program (EHEAP), offered through the City of Jacksonville, helps low-income households with at least one person 60 or older who are having a home energy emergency. Eligibility rules are on the City's website.
ElderSource Aging & Disability Helpline: (904) 391-6699 or (888) 242-4464 (Florida Relay 7-1-1), Monday to Friday, 8 a.m. to 5 p.m. If you leave a message, they call back within 24 hours.
LIHEAP
JEA says LIHEAP in its area is administered by the Florida Department of Commerce and Northeast Florida Community Action Agency. Depending on available funds, it helps with energy costs, including weatherization and energy-related minor home repairs. See Florida's LIHEAP page at FloridaJobs.org for how to apply.
Veterans
COJ Military Affairs and Veteran Services: walk-ins welcome at 117 West Duval Street, Suite 175, Monday to Friday, 8 a.m. to 5 p.m.
Homeowners: Repairs That Lower Bills
COJ Housing Services runs programs for income-eligible owner-occupants of single-family homes (one to four units), including a Utility Tap-In Program, an Emergency Repair Program and a Limited Repair Program. Mobile homes aren't eligible for the repair programs. To get pre-screened, call (904) 255-8200 or (904) 255-8229.
An Outdated Program to Ignore
JEA's Community Resources page still listed the City of Jacksonville's pandemic Emergency Rent and Utility Assistance Program (ERAP), with application dates from a past year (November 30 to December 5). That's an old notice. Don't plan around it. Ask 211 or the City's EAP line about current rent and utility help.
A Practical Order of Steps
Due date is close and money is coming soon: Request a payment extension online.
The balance is too large for one paycheck: Request a payment arrangement. Have one-third of your last bill's balance ready.
Not approved, or still short: Call the City EAP appointment line at 9:30 a.m. and call 211.
Someone 60+ in the home: Ask about EHEAP and call ElderSource.
Family willing to help: Send them the Guest Pay link.
Every month after: Pay the bill plus any installment, scheduled at least one business day early.
