Philadelphia Holiday Help 2026: Christmas Gifts, Holiday Meals, and Winter Bill Relief
The holidays can strain any budget. When rent, heat, and food already compete for every dollar, gifts and a holiday meal can feel out of reach. Philadelphia has help, but much of it fills up early, and some of the most useful help isn't about gifts at all. It's about keeping your heat on and food on the table so you have money for the rest.
This guide covers Salvation Army Christmas help in Greater Philadelphia, holiday meals, food pantries, Pennsylvania's LIHEAP heating grants (opening November 2, 2026), and the state's winter shutoff protections.
Last checked October 2026. Holiday program sign-up dates are often posted late. Call ahead.
Christmas Gifts: Salvation Army Angel Tree
The Salvation Army says its Angel Tree program in Greater Philadelphia provides gifts for hundreds of children each year. Donors buy gifts from children's wish lists, and the gifts are distributed to local children in mid-December.
How to ask for help: The Salvation Army asks families who may not be able to buy presents to contact its office. Its Greater Philadelphia assistance line is 215-825-4601. At the time of checking, it hadn't posted 2026 application dates or a document list online.
Tips:
Call in October or early November. Angel Tree programs fill up, and many close sign-ups weeks before Christmas.
Have documents ready. Even though Philadelphia hasn't posted a list, Angel Tree programs usually ask for ID, proof of address, proof of income, and proof of each child's age. Confirm with the office.
Ask about your nearest Corps Community Center. Salvation Army centers in Philadelphia include:
Philadelphia Central Corps: 3225 Reed St., 215-787-2812
Philadelphia Citadel Corps: 5830 Rising Sun Ave., 215-722-5447
Philadelphia Kroc Center: 4200 Wissahickon Ave., 215-717-1200
Adopt-a-Family: The Salvation Army also runs Adopt-a-Family from Thanksgiving to Christmas for a limited number of families facing extreme hardship, matched with donor groups.
Toys for Tots and Other Toy Programs
Marine Toys for Tots also gives toys in many communities, often through local partner agencies. For how Toys for Tots and Angel Tree sign-ups usually work, and how to spot fake sign-up sites, see our national guide linked below.
Churches and neighborhood nonprofits often run toy giveaways too. Ask your child's school, your church, or a nearby community center.
Holiday Meals
The Salvation Army says it helps families from November through December, providing everything needed for a traditional Thanksgiving or Christmas dinner at home, as well as hot meals at its centers. Call 215-825-4601 or your nearest corps to ask how to sign up.

Heating Help: LIHEAP 2026–27 Opens November 2
If you pay for heat, LIHEAP can free up money for the holidays. The Pennsylvania Department of Human Services says the 2026–27 season is scheduled to open on November 2, 2026.
Cash grants: A one-time payment sent directly to your utility or fuel company. Grants range from $200 to $1,000, based on household size, income, and fuel type. They don't have to be repaid.
Who can apply:
You must meet the income limits
You don't have to be on public assistance
You don't need an unpaid heating bill
You can rent or own your home
2026–27 income limits (annual, effective February 1, 2026):
1 person: $23,940
2 people: $32,460
3 people: $40,980
4 people: $49,500
5 people: $58,020
6 people: $66,540
7 people: $75,060
8 people: $83,580
Add $8,520 for each additional person
Crisis grants are for a heating emergency, such as:
Broken heating equipment or leaking lines
Running out of fuel, or having less than a 15-day supply
Your heat has been shut off
A shutoff notice saying service will end within 60 days
If you haven't received a regular LIHEAP grant this season, you need to apply for the program to be considered for a crisis grant. If you already got one, contact your County Assistance Office. Track your application at trackmybenefits.pa.gov.
Winter Shutoff Protections in Pennsylvania
Under Pennsylvania rules (52 Pa. Code § 56.100), from December 1 through March 31, electric and natural gas utilities may not shut off service to customers with household incomes at or below 250% of the federal poverty level, unless the PUC authorizes it or another exception applies.
PGW customers, note: The rule gives Philadelphia's city-owned gas utility extra authority. After January 1 and before April 1, PGW may shut off service to some customers with incomes above 150% but not above 250% of poverty, under conditions set out in the rule. If you're a PGW customer with a past-due balance, don't wait for spring. Ask about payment plans and apply for LIHEAP early.
Winter protection isn't forgiveness. Your balance keeps growing, so use the season to apply for grants and set up a plan.
A Simple Holiday Plan
Ordering things this way can stretch the help further:
October: Call the Salvation Army about Angel Tree and holiday meals. Gather ID, proof of address, income records, and your children's documents.
November 2 and after: Apply for LIHEAP as soon as the season opens. If you have a shutoff notice, ask about a crisis grant.
Before Thanksgiving: Check pantry hours for the holiday weeks and line up a holiday meal.
December: Pick up gifts on your scheduled date, and keep any confirmation numbers.
January: Review your utility balance before the PGW winter exception starts, and set up a payment plan.
Avoid Holiday Scams
Never pay to sign up for Angel Tree or Toys for Tots.
Be wary of Facebook posts and texts asking for your Social Security number to "reserve" toys.
Apply directly through the Salvation Army, Toys for Tots, or a known agency.
