Wisconsin Shares in Milwaukee: How to Get Help Paying for Child Care

8 min read

Wisconsin Shares pays part of a working family's child care bill, loading the money onto a card you use to pay your provider. In Milwaukee County, two different offices handle the two halves of the process, and knowing which one does what saves a lot of phone time. Here's how eligibility, the copay math and the Milwaukee steps work, using the Department of Children and Families' own pages and charts.

AT A GLANCE

  • Income to get in: gross monthly income at or under 200% of the federal poverty level, for example $4,553 a month for a family of three.

  • Income to stay in: once approved, you can stay financially eligible until income reaches 85% of state median income ($7,327 a month for three).

  • Apply in Milwaukee County: online through ACCESS or by calling Milwaukee Enrollment Services (MilES) at 1-888-947-6583, option 2.

  • Set up your child care hours: after approval, call MECA at 1-888-947-6583, option 3, or use the MyWIChildCare Parent Portal.

  • Your share: an hourly copay of $0.00 up to 100% FPL, rising to $2.34 an hour for one child at the top of the scale, plus anything your provider charges above the state maximum rate.

What Wisconsin Shares is

Wisconsin Shares is the state's child care subsidy. It covers a portion of your monthly child care cost while you work, go to school or take part in an approved training program. The money goes on a MyWIChildCare EBT card, and you use that card to pay the provider listed on your authorization.

It is not free child care. Most families pay an hourly copay, and providers set their own prices. If a provider charges more than the state's maximum rate, you pay the difference.

Who it covers

The DCF eligibility brochure (DCF-P-5186) says the program is for families with children under 13. If a child has a disability, the family may remain eligible until that child's 19th birthday. You must live in Wisconsin, and the children who get care must be U.S. citizens or qualifying immigrants. DCF notes that parents do not need U.S. citizenship for their children to receive the subsidy.

The income limits

New applicants must have gross monthly income no more than 200% of the federal poverty level. After you're approved, you can keep qualifying until income passes 85% of the state median income. That gap matters: a raise doesn't automatically knock you out.

DCF says these limits took effect February 1, 2026 and are updated every year. One small inconsistency: the How to Apply page labels the table as 2026 FPL figures, while the Parents page calls the same numbers "2025 Federal Poverty Level" limits. The dollar amounts on the two pages match.

What counts as income

The brochure says Wisconsin Shares counts almost all money coming into the home: wages, self-employment, Social Security, unemployment insurance and worker's compensation. A few items don't count, such as a teen's job earnings and child support under $1,250 a month. There's no deduction for living expenses.

Your household includes your spouse or partner, a live-in boyfriend or girlfriend you have a child with, your dependent children and any children living with you without another parent. A teen's baby living in your home counts too.

Approved activities

You need an activity that the program recognizes. DCF lists:

  • Working

  • Education, including apprenticeships

  • High school or a high school equivalency program if you're under 20

  • Wisconsin Works (W-2) or Tribal TANF participation

  • Certain FoodShare Employment and Training (FSET) components

  • Learnfare

Applying in Milwaukee County

Milwaukee splits the job between two offices. Milwaukee Enrollment Services (MilES) decides whether you're eligible. Milwaukee Early Care Administration (MECA) sets up your child care hours and the dollar amount. They share the same toll-free number but use different menu options.

  1. Apply. Start online through ACCESS (access.wisconsin.gov), which also lets you apply for FoodShare and health coverage. Or call MilES at 1-888-947-6583 and press 2 for child care.

  2. Finish the interview and verification. MilES staff complete the application with you. You'll be asked for ID and recent pay stubs (list below).

  3. Wait for your Notice of Eligibility. If you applied online, you can also check ACCESS for the decision.

  4. Pick a provider. It must be licensed or certified and take part in YoungStar. Confirm the program has room and is open when you need care.

  5. Request an authorization from MECA. Call 1-888-947-6583, press 3 to update child care hours or provider, then 3 again to request an authorization. You can also request one in the Parent Portal.

  6. Watch for your card. Your MyWIChildCare EBT card comes in the mail after the authorization is set up.

Where to drop off documents

MECA says it offers no in-person services for authorizations. You can bring eligibility documents to either of these locations:

How your copay and subsidy are figured

DCF's method has three parts: the maximum rate for your provider and child's age, your hourly copay, and the hours you're authorized for.

Step 1: Find your hourly copay

Find where your household size and monthly income meet on the copayment chart. If you fall between two rows, use the lower one. Then read across to the number of children with authorizations. Here is a slice of the chart effective February 1, 2026:

Poverty level

Income, household of 3

2 children

3 children

Up to 100% FPL

$1.24

$1.00

200%

$4,553

$2.34

$1.46

$1.14

Multiply the hourly copay by your monthly authorized hours. Each child counts for no more than 152 hours per provider location. Above 200% FPL (allowed only once you're already in the program), the copay rises by $1 for every $5 of income over the 200% line.

Some families pay less or nothing. The chart lists a $0 copay for court-ordered kinship placements, foster children, Learnfare teen parents and W-2 participants. Non-court-ordered kinship, teen parents in high school and former W-2 participants starting a job pay at the 65% FPL rate, which is $0 on the current chart.

Step 2: Check Milwaukee's maximum rates

Milwaukee County is in Zone D. These are the full-time monthly maximums effective October 1, 2025:

Provider type

Ages 0–1

Ages 2–3

Ages 4–5

Age 6+

Licensed group

$1,695.77

$1,478.37

$1,326.18

$1,195.74

Licensed family

$1,304.44

$1,187.91

$1,087.04

Certified (hourly)

$7.73

$7.34

$7.03

$6.44

The chart also lists part-time monthly maximums, such as $1,273.32 for a 2- or 3-year-old at a licensed group center.

Step 3: Do the math

Take the lower of the provider's monthly price and the maximum rate, then subtract your monthly copay. That's your approximate subsidy. Whatever the provider charges beyond it is your parent share.

Our example, using DCF's method: a parent with one 3-year-old (household of 2) earns $2,705 a month, which is 150% FPL, so the copay is $1.65 an hour. With full-time care capped at 152 hours, the copay is $250.80. The licensed group center charges $1,600, above the $1,478.37 maximum. The subsidy is about $1,478.37 − $250.80 = $1,227.57, and the parent pays about $372.43 a month. DCF's online Child Care Subsidy Estimator can run your own numbers.

DCF's own worked example on its maximum-rate page uses a $1.97 copay for a household of two earning $2,514 a month. On the current chart that income falls in the 135% row, which shows $1.47 for one child. Go by the current chart, or ask MECA.

Using the MyWIChildCare card

  • Subsidy for a month is usually available on the first day of the month.

  • Unused money rolls over, but anything not used within 90 days of its issue date is removed.

  • You can pay online at ebtEDGE.com, by phone at 1-877-201-7601, or on a card reader at the provider if it has one. The card won't work at an ATM or as a debit card.

  • Since October 1, 2025, DCF encourages parents to pay the provider the full amount loaded each month, even when it's more than the bill. Paying over the bill is no longer treated as an overpayment.

  • Never give your card or PIN to anyone, including your provider. Report requests for it to DCFMBCHILDCAREFRAUD@wisconsin.gov.

To switch providers for next month, ask before the last business day of the current month. You can't move funds once they've been loaded.

Keeping your benefit

Report changes to your agency within 10 calendar days. These include a new address, a change in income, a job loss, a change in household size or marital status, a change in your child care needs, child support rising above $1,250 a month, and a child being absent 20 or more consecutive days. If you get too much subsidy because a change wasn't reported, you have to pay it back.

Your eligibility must be renewed every year, with a new interview and verification. Finish your child care needs assessment with your worker within 30 calendar days of applying.

Penalties for intentional violations are steep: 6 months off the program for a first violation, 12 months for a second and permanent removal for a third. If you disagree with an overpayment or a violation finding, you can request a fair hearing.

Child support cooperation

If you're not married to or living with your child's other parent, or paternity isn't established, you'll have to cooperate with the Child Support Agency. If the other parent makes you fear for your safety or your child's, you can ask for an exemption.

WHAT TO DO THIS WEEK

  • Check your income against the table and gather 30 days of pay stubs.

  • Apply on ACCESS, or call 1-888-947-6583 and press 2.

  • Shortlist YoungStar-rated providers on the Child Care Finder and ask each for its monthly price and payment agreement.

  • Once approved, call MECA (option 3) or use the Parent Portal to request your authorization.
