Houston SNAP Delayed? Expedited Benefits, Free Application Help, and Food While You Wait (2026–27)

If you applied for SNAP in Texas and you're still waiting, you have options. You can find food today through the Houston Food Bank network. You can make sure your case was screened for expedited SNAP, which Texas rules say should come the same day or next business day for households that qualify. And you can get free, one-on-one help from Houston Food Bank navigators to push a stuck application forward.

Last checked October 2026. Texas policy quotes come from the HHSC Texas Works Handbook (section A-140, revised October 1, 2026).

Step 1: Get Food Today

You don't need to wait for SNAP to get groceries.

Houston Food Bank Find Food Map: Enter your ZIP code to see Houston Food Bank pantries, meal programs, TEFAP distributions, and partner sites. The food bank asks that you contact the pantry before visiting to confirm hours, services, and requirements.

Call: 832-369-9390

Step 2: Check Whether You Qualify for Expedited SNAP

Texas must screen every application for expedited service. The HHSC handbook says applications submitted online through Your Texas Benefits are screened by an automated system.

You qualify for expedited SNAP if one of these applies:

  • Your household's liquid resources (cash, bank accounts) are $100 or less, and your countable gross monthly income is less than $150

  • Your household's liquid resources plus gross monthly income add up to less than your monthly rent or mortgage plus utilities

  • Your household includes a migrant or seasonal farmworker who meets the "destitute" criteria

What you get if you qualify:

  • Benefits the same day you apply if possible, but no later than the next business day

  • Most verification can be postponed until after your first month's benefits, except:

    • Proof of identity

    • Proof related to the SNAP work requirement for certain adults without dependents who have already used up their time-limited months

When it can take up to 7 days: If your application needs an interview and HHSC can't reach you right away, the handbook says the interview must be done and benefits provided to an eligible household by the seventh calendar day from the file date.

What can push the clock back: Expedited processing can start later if you miss your interview (it restarts when you contact the office), or if you haven't provided proof of identity.

Step 3: Watch for the Interview Call

Many delays come from missed interview calls.

  • Houston Food Bank says that when HHSC calls for your interview, the call may come from (737) 867-7700.

  • Answer unknown numbers while you wait, and keep your voicemail set up and not full.

  • If you miss the call, contact HHSC as soon as possible to complete the interview.

Step 4: Get Free Help From Houston Food Bank Navigators

Houston Food Bank's Community Assistance Program (CAP) has trained navigators who help with:

  • New applications

  • Renewals

  • Inquiries about stuck cases

  • Changes to an account

Navigators help with SNAP, TANF cash benefits, Children's Medicaid, CHIP, Healthy Texas Women and other Medicaid programs, TSAP, and Medicare Savings Programs.

Location: Houston Food Bank, 2nd floor, 535 Portwall Street, Houston, TX 77029. Walk-ins welcome.

Hours:

  • Monday to Friday: 8 a.m. to 5 p.m.

  • 4th Friday of each month: 8 a.m. to 12 p.m.

  • Saturday: 9 a.m. to 1 p.m.

Phone: 832-369-9390. You can also schedule a SNAP application assistance appointment online.

Help is available in English and Spanish, with interpreters for other languages.

Step 5: Check Your Status and Respond Fast

  • Check Your Texas Benefits (online or in the app) for notices and requests for information.

  • Return requested documents quickly. If expedited benefits are approved with postponed verification, your notice will say what's needed and when. HHSC holds your second month's benefits until you provide it (or the third month if you got a combined allotment).

  • Deadline: If you don't send postponed verification within 30 days of your application date, HHSC can deny your case. If you provide it by the 60th day, HHSC reopens the application without a new one.

If Your SNAP Stopped Because a Renewal Was Late

Lost benefits after missing a renewal deadline? The HHSC handbook says renewals submitted within 30 days after your certification period ends must be screened for expedited benefits, and benefits may be prorated. If you submit 31 days or more after it ends, HHSC treats it as a new application, which is also screened for expedited service.

Tip: Submit your renewal by the 15th of your last benefit month to keep benefits from lapsing.

How Long Should a Regular Application Take?

Under federal SNAP rules (7 CFR 273.2), states generally must decide regular applications within 30 days. If you're past 30 days with no decision, contact HHSC, and consider getting a CAP navigator to help.

Texas SNAP Basics for 2026–27

Work rules: Most people ages 16 to 59 must follow work rules. Most adults ages 18 to 64 with no children under 14 can get SNAP for only three months in three years unless they work or train at least 20 hours a week, or qualify for an exemption.

A Simple 7-Day Plan

  1. Today: Use the Find Food Map or call 832-369-9390 for a pantry near you.

  2. Today: Look over your application. Did you report your rent and utilities? These can qualify you for expedited SNAP.

  3. Days 1 to 2: Answer every call, including from (737) 867-7700.

  4. Days 2 to 3: If you haven't heard anything, walk in to the CAP office at 535 Portwall St. for help.

  5. By day 7: If you qualified for expedited SNAP but have no benefits, ask a navigator to help you follow up with HHSC.
