Cleveland Free Tax Prep 2027: Cuyahoga EITC Coalition Sites, the $69,000 Limit, Drop-Off Options and What to Bring
Every spring, plenty of Cleveland families pay a storefront preparer to file a return that a trained volunteer would have done for free. The Cuyahoga EITC Coalition, part of the IRS's Volunteer Income Tax Assistance (VITA) program, has been preparing free returns in Northeast Ohio since 2005. Its sites are spread across Cleveland and the inner-ring suburbs, a few offer drop-off service, and some stay open into the summer.
Here's who qualifies, where the sites are, what to bring and how to book.

The Short Version
Who qualifies: individuals and families earning up to $69,000 a year, according to the coalition. The 2027 limit hasn't been announced.
How to book: online at RefundOhio.org or by calling United Way 2-1-1.
Where: about 18 community and library sites across Cuyahoga County, from Slavic Village to Euclid and Parma.
Drop-off service at CHN Housing Partners, the Greater Cleveland Food Bank and the Fleet library branch.
Prior-year returns: many sites can do them, though you may need separate appointments.
Some sites run in the summer. Famicos, Step Forward West and the South Euclid library branch listed summer 2026 appointments.
About the Coalition
The Cuyahoga EITC Coalition is a group of community partners and local organizations that run free tax sites each year with IRS-certified volunteers. It's led by Enterprise Community Partners, according to Signal Cleveland, and funded by local foundations, banks, AARP, Cuyahoga County and the IRS.
By the coalition's count, it served 10,666 clients and brought $13.5 million in refunds back into local communities in 2025.
The name comes from the Earned Income Tax Credit, a refundable credit for working people with low to moderate incomes. The coalition makes a point of helping filers claim it. But you don't have to qualify for the EITC to use the service; anyone under the income limit can get a free return.
Why it matters: in Signal Cleveland's reporting, the coalition said its surveys show filers save $350 to $400 in tax prep and e-filing fees by using a free site. Each return also gets a quality review before it's finished.
Who Qualifies
The coalition's site is simple: individuals and families earning up to $69,000 a year qualify. Esperanza and the Legal Aid Society of Cleveland repeat the same figure. (Older news reports cited a $60,000 limit, so be sure you're reading current information.)
VITA volunteers are certified on the most common tax situations. If your return includes something unusual, such as rental property or a complex business, ask when you book whether the site can handle it.
Nonresident aliens: the coalition says CHN Housing Partners accepts Form 1040-NR returns (drop-off only).
How to Book
Online: go to RefundOhio.org and click Make an Appointment to pick a site, date and time.
By phone: call United Way 2-1-1. Esperanza and Legal Aid both point people to 211 to schedule.
Book early in the season if you can. Appointment times at popular sites go first.
Drop-off sites
At a drop-off site, the coalition explains, you complete the intake process, leave your documents, and come back later to pick up your finished return. It's a good option if you can't sit through a full appointment.

Signal Cleveland reported that some sites, including Famicos and CHN Housing Partners, operate year-round. That makes them good options for late, prior-year or amended returns.
What to Bring
The coalition's site doesn't post its own checklist, so we used the IRS's checklist for free tax return preparation, which VITA sites follow. Bring:
Photo ID for you and your spouse (driver's license, state ID, military ID, passport or similar)
Social Security cards for you, your spouse and your dependents, or ITIN letters for anyone without an SSN
Birth dates for everyone on the return
W-2s and other wage statements (W-2G, 1099-R, 1099-MISC) from every employer
SSA-1099 if you received Social Security
1099 forms for bank interest and dividends
Last year's federal and state returns, if you have them
A blank check or your routing and account numbers for direct deposit
The total you paid for day care and the provider's tax ID number (SSN or EIN)
Form 1095-A if you had Marketplace health insurance
Your IP PIN letter if the IRS assigned you one
If you're married filing jointly, the IRS says both spouses must be present to sign for e-filing.
Missing paperwork is the main reason people get sent home without a finished return. If you're not sure you have everything, call 211 before your appointment.
Outside Cuyahoga County
The Legal Aid Society of Cleveland lists other free options in the region:
Lake and Geauga counties: Lifeline runs VITA clinics Monday through Thursday and Saturdays in Chagrin Falls, Chardon, Mentor, Painesville, Perry and Wickliffe. Call 440-639-4420 or email vita@lclifeline.org. You must live in the county and meet income rules.
Lorain County: the Lorain County Free Tax Prep Coalition, led by United Way of Greater Lorain County, generally serves households earning $69,000 or less. Call 211.
Ashtabula County and seniors anywhere: AARP Foundation Tax-Aide offers free help with a focus on taxpayers over 50 with low to moderate income. You don't need to be an AARP member. Use AARP's site locator.
Make the Most of Your Refund
A few practical points:
Use direct deposit. The IRS checklist asks for your routing and account numbers for this reason.
Bring last year's return. It helps volunteers catch carryovers and spot changes.
Ask about prior years. If you skipped filing a year when you had earned income, you may still be able to claim a refund. Many coalition sites can prepare multiple years.
Don't pay for a "refund advance." A free VITA return avoids preparer fees entirely.
Want to Volunteer?
The coalition is recruiting for the coming season and offers free training to become IRS-certified. No experience is required. Roles include tax preparer, greeter, intake interviewer and outreach. Sign up on RefundOhio.org.
