Oklahoma City OG&E Bill Help 2026–27: LIHEAP, the $13 LIAP Credit, Payment Plans and Shutoff Rules

6 min read

Most households in the Oklahoma City metro get their electricity from OG&E. When that bill falls behind, help comes from three places: OG&E itself (payment plans and billing options), Oklahoma Human Services (LIHEAP and the Energy Crisis Assistance Program), and the Oklahoma Corporation Commission's rules on when a shutoff has to wait.

The trick is knowing which door to knock on first. That depends on where you are right now. Find your situation below and start there.

Last checked October 2026. Program dates and amounts change each federal fiscal year. Confirm with OG&E and Oklahoma Human Services before you count on a payment.

Where Are You Right Now?

  • Bill is due soon and you can't pay all of it: Set up an OG&E payment arrangement.

  • You have a disconnect notice: Ask OG&E about a payment arrangement, then apply for ECAP when it is open.

  • Bills swing high in summer and winter: Ask about Average Monthly Billing.

  • You are on a low income and have never applied for LIHEAP: Watch for the next OKDHS enrollment window at okdhslive.org.

  • Someone at home relies on prescribed electric medical equipment: Ask OG&E for its free Medical Certificate Form today.

  • A freeze or heat wave is forecast on your shutoff day: Know the weather rule below.

If You Need More Time to Pay: OG&E Payment Arrangements

OG&E lets customers with a past-due balance split it into payments with a payment arrangement. You can set one up and manage it on OGE.com or in the OG&E app.

The catch is strict, and OG&E states it plainly: payments must be made on or before the due date. If a required payment is missed, the arrangement is cancelled and the full balance becomes due.

So before you agree to a plan:

  • Write each installment amount and date on a calendar, next to your regular bill.

  • Pick a plan you can actually make with your next two paychecks or benefit payments, not one you hope to make.

  • If something changes, contact OG&E before the payment date. Don't wait until after you miss it.

OG&E's bill-pay-by-phone line (US Payments) is 877-306-9274. For outages and downed lines in the OKC metro, call 405-272-9595.

If Your Bills Spike Every Summer: Average Monthly Billing

Oklahoma summers drive up air-conditioning bills. OG&E's Average Monthly Billing (AMB) levels out those spikes. OG&E figures your amount from your current bill plus up to 11 months of billing history, so you pay a steadier amount each month.

Who qualifies, according to OG&E:

  • You must have been on a residential rate for at least six months.

  • You cannot have a previous balance when you start, and your current bill can't be past due.

Two things to watch:

  • If OG&E gets your payment after the due date twice in 12 months, it can remove you from AMB automatically. You would then usually have to wait 12 months to get back on.

  • If you leave AMB, you pay the balance in full or, if you qualify, through a deferred payment agreement.

AMB does not lower what you use. It spreads it out. If you are already behind, you will likely need to deal with the past-due amount first, through a payment arrangement or assistance, before AMB is an option.

If Your Income Is Low: LIHEAP Through Oklahoma Human Services

Oklahoma's Low-Income Home Energy Assistance Program (LIHEAP) is run by Oklahoma Human Services (OKDHS). It has three parts, each with its own application window:

  • Winter Heating

  • Energy Crisis Assistance Program (ECAP)

  • Summer Cooling

For federal fiscal year 2026, OKDHS listed these opening dates: Winter Heating on January 6, 2026; ECAP on April 14, 2026; and Summer Cooling on July 14, 2026. Each program stays open only until its money runs out, and OKDHS warns that openings can be delayed. Dates for the 2027 fiscal year had not been posted when we checked. Watch okdhslive.org and apply on the first days a window opens.

Basic eligibility, per OKDHS:

  • Your household's income must fall within the guidelines for your household size.

  • You must be responsible for paying the home energy bill. A household is not eligible if someone who lives elsewhere pays the utility directly.

  • You must be a U.S. citizen or lawfully admitted for permanent residence.

  • Everyone who shares the same meter applies together as one household. Each household can get one payment per program component.

ECAP for a Shutoff or Crisis

OG&E's 2026 fuel FAQ describes ECAP as a one-time payment of up to $750 per federal fiscal year for eligible households with a verified heating or cooling crisis. It covers the minimum needed to prevent disconnection or restore service. Apply through okdhslive.org when the ECAP window is open.

The $13-a-Month Credit Most People Miss: LIAP

Once OKDHS certifies you to OG&E as a LIHEAP recipient, you can also get OG&E's Low-Income Assistance Program (LIAP) credit:

  • $13 per month on your bill, shown as "LIAP CREDIT" under the Residential Rate line

  • For the next 24 billing months after certification

  • For individually metered residential customers in Oklahoma

OG&E says you must qualify for LIHEAP first. There is no separate LIAP application with OG&E. Over two years, that credit adds up to $312. If you got LIHEAP and don't see the line on your bill, call OG&E and ask whether your certification came through.

If You Are 65 or Older

OG&E's 2026 fuel FAQ lists an $85 annual Silver Energy Senior Discount for Oklahoma customers 65 and older who are on SmartHours, OG&E's time-of-use plan. SmartHours charges different prices at different times of day. Before you switch, ask OG&E how it would have affected your last year of bills, especially if someone is home during summer afternoons.

When a Shutoff Has to Wait: Oklahoma's Weather and Medical Rules

The Oklahoma Corporation Commission's rule on delaying residential disconnections (OAC 165:35-21-10) applies to OG&E.

Cold weather. If the National Weather Service forecasts the temperature will drop below 32°F at any time in the next 24 hours, the utility must suspend disconnection if the electricity is used for heating. The utility checks the forecast between 6 and 8 a.m. on the scheduled shutoff day.

Heat. If the forecast heat index is 101°F or higher that day, or the actual heat index reaches 101°F, the utility must suspend disconnection if the electricity is used for cooling.

These rules delay a shutoff on a given day. They do not erase the bill. Use the time to make a payment arrangement or apply for help.

Medical emergencies. The same rule allows a delay when losing power would be life-threatening for someone in the home. Ask OG&E for its Medical Certificate Form, which the rule says the utility must give you at no cost. A licensed medical doctor or osteopath must certify it, and you choose the doctor. The Commission has also noted that utilities must delay disconnection for customers who can show they have applied for financial aid through a government agency to pay what they owe. Keep your OKDHS application confirmation handy.

A Same-Day Checklist When You Get a Disconnect Notice

  1. Note the date on the notice and the amount needed to stop the disconnect.

  2. Log into OGE.com or the app and check whether you qualify for a payment arrangement.

  3. Check okdhslive.org to see whether ECAP or another LIHEAP window is open, and apply if it is. Save the confirmation.

  4. If someone depends on prescribed equipment like an oxygen concentrator, ask OG&E for the Medical Certificate Form right away.

  5. Call 211 to ask about local charities or churches helping with utility bills this month.

  6. If you think OG&E did not follow the rules, contact the Oklahoma Corporation Commission's Public Utility Division.

Frequently Asked Questions

When does Oklahoma LIHEAP open for winter 2026–27?

OKDHS had not posted federal fiscal year 2027 dates when we checked in October 2026. Last year the winter heating window opened January 6. Check okdhslive.org and the OKDHS LIHEAP page.

How much can ECAP pay toward my OG&E bill?

OG&E describes ECAP as a one-time payment of up to $750 per federal fiscal year. It covers the minimum amount needed to prevent disconnection or restore service, not necessarily the whole balance.

I got LIHEAP. Do I need to apply for the $13 credit?

No separate OG&E application is required. The credit applies once OKDHS certifies you to OG&E as a LIHEAP recipient, and it lasts 24 billing months.

Can OG&E turn off my power in a freeze?

Not on a day when the morning National Weather Service forecast calls for temperatures below 32°F in the next 24 hours, if you use electricity for heat. The bill is still owed afterward.

What happens if I miss one payment on my arrangement?

OG&E says the arrangement is cancelled and the full balance becomes due. Contact OG&E before the due date if you can't make it.

Can I get Average Monthly Billing if I'm behind?

Not while you're past due. OG&E requires no previous balance and no past-due current bill when you start AMB.
