NYC EBT Benefits Stolen in 2026: SNAP Rules, Cash Claims and Card Protection

7 min read

If money disappeared from your New York City EBT card, the next step depends on which balance was taken. SNAP pays for groceries; Cash Assistance is a separate benefit that may also be on your EBT card. As of October 2026, New York no longer accepts claims to replace SNAP benefits stolen through skimming or phishing. But qualifying electronically stolen Cash Assistance can still be claimed, with a strict deadline. Here is the order of action: secure your card, document the transactions, decide which claim rules apply, and find food or other help if you cannot wait.

AT A GLANCE

  • Do first: Report your card stolen—even if it is still in your wallet—at ebtEDGE or 888-328-6399, then request a replacement and change your PIN.

  • Stolen SNAP: New York stopped accepting SNAP theft replacement claims on September 30, 2025.

  • Stolen Cash Assistance: Eligible electronic theft can be claimed within 30 days after you discover it.

  • Claim processing: NYC says Cash Assistance replacement claims can take up to 30 days to process.

  • Need groceries today?: Call 311 and ask for a nearby food pantry or community kitchen.

  • Protect what remains: Use ebtEDGE to freeze your card between purchases and block online or out-of-state transactions.

First, find out which benefit was stolen

Your EBT card may hold SNAP benefits, Cash Assistance, or both. Check the account balance and transaction history rather than assuming every missing dollar can be replaced under the same rule. If you have both benefits, separate the unauthorized charges by benefit type before contacting HRA.

What was taken?

What New York City says in October 2026

SNAP (food benefits)

SNAP theft replacement claims are no longer accepted in New York. You should still report the theft, secure your card, and seek emergency food assistance.

Cash Assistance

Some electronically stolen benefits may qualify for replacement. File within 30 days of discovering the theft.

Both balances

Report the card theft immediately. List Cash Assistance transactions separately from SNAP transactions; do not submit SNAP charges as Cash Assistance.

This distinction matters because older NYC brochures and claim instructions may still mention both SNAP and Cash Assistance. The current HRA and NYC311 pages say SNAP claims are no longer accepted, while Cash Assistance claims remain available. Use the current claims page before filing.

Step 1: Secure the EBT card immediately

  1. Open the official ebtEDGE website or mobile app—or call EBT Customer Service at 888-328-6399.

  2. Report the card as stolen or compromised, even if the physical card never left your possession. Skimming can copy card details without taking the card.

  3. Request a replacement card and change your PIN. An unchanged card number or PIN may expose future deposits.

  4. Use ebtEDGE's Freeze Card feature between purchases. Unfreeze it only when you are ready to pay, then freeze it again.

  5. If you do not need internet purchases or out-of-state transactions, turn those options off under Protect My Account. Re-enable them only if needed.

A card freeze protects the account while frozen; it does not remove a skimming device from a store terminal or erase copied card details. Reporting a compromised card and replacing it are separate from freezing it. Do both when you suspect theft.

Step 2: Save the transactions before filing

Open your transaction history in ebtEDGE or call 888-328-6399. NYC's EBT safety guidance says the portal shows up to six months of history. For older transactions, speak to a customer service representative.

What to write down

Why it matters

The date you discovered the theft

Starts the 30-day Cash Assistance filing deadline.

The earliest and latest fraudulent transaction dates

Shows when the theft occurred.

Amount of each unauthorized charge

HRA needs the transaction-level amounts, not just one estimated total.

Retailer or location listed for each charge

Helps identify which transactions you did not make.

Cash Assistance versus SNAP

Only eligible Cash Assistance theft can go through the current replacement-claim process.

Card report or replacement confirmation

Keep a record of how and when you secured the card.

Make a private record for yourself. Do not email your full EBT card number, PIN, account credentials or Social Security number to a blog, an unfamiliar helper or someone claiming to 'unlock' your benefits.

Step 3: Claim stolen Cash Assistance within 30 days

According to NYC311, you may qualify if the stolen funds were NYC DSS Cash Assistance, the theft was electronic (such as skimming, cloning or phishing), and the theft occurred on or after January 1, 2022. You can apply even if the underlying Cash Assistance case has since closed. File within 30 days of discovering the theft; do not wait for the new card to arrive before gathering your evidence.

Before submitting, you must report the card stolen and obtain the transaction details. The claim form asks for your Client Identification Number (CIN), HRA case number, current mailing address, and information about the fraudulent transactions. NYC311 says there is no separate eligibility interview for this replacement claim.

Where to submit your claim

Method

How to use it

Online

Start from NYC HRA's Benefit Replacement page and use the official stolen-benefits claim form.

In person

Get or drop off the paper form at an HRA Benefits Access Center.

By mail

Mail the completed form to Department of Social Services, P.O. Box 02-9121, Brooklyn GPO, NY 11202.

Need the form or language assistance?

Call DSS OneNumber at 718-557-1399, Monday–Friday, 8 a.m.–5 p.m. except city holidays.

If HRA approves an eligible claim, the replacement amount is the smaller of (a) the stolen Cash Assistance or (b) twice the last full month's Cash Assistance benefit before the theft. For theft after September 30, 2024, NYC says only one Cash Assistance replacement may be issued per federal fiscal year (October 1–September 30). This means a claim does not necessarily restore every dollar.

Example: how the cash replacement limit works

Suppose your last full month of Cash Assistance was $250 and thieves made $700 in fraudulent Cash Assistance transactions. Twice the monthly benefit is $500, so the maximum eligible replacement under that formula would be $500, not $700. HRA still has to review and approve the claim. If the same household lost only $180, the theft amount—not the $500 cap—would control.

NYC311 says HRA generally sends the decision by mail and processing can take up to 30 days. If more than 30 days have passed, call 718-557-1399 to check status. Save a copy of the submission and note the date you filed.

What if your stolen money was SNAP, not Cash Assistance?

New York State's SNAP replacement program is closed to new claims. HRA announced it stopped accepting SNAP theft replacement claims as of September 30, 2025. Federal funding authority for replacing newly stolen SNAP benefits had already ended after December 20, 2024. Do not rely on older forms or web pages suggesting you can receive reimbursement for newly stolen SNAP funds.

You should still report the compromise and replace the card to protect future food benefits. If there is not enough food at home, call NYC 311 and ask for a food pantry or community kitchen near your ZIP code. The city's Community Food Connection program lists free food locations; you can also use the official Food Help NYC map. Availability differs by location, so check hours before traveling.

If you are not currently receiving SNAP or your household circumstances have changed, check eligibility through ACCESS HRA. A new application is not a reimbursement of stolen benefits, and approval is not automatic. If you already have an active case, ask HRA whether any other emergency help applies to your situation rather than assuming another SNAP issuance is available.

Six ways to make another EBT theft less likely

  • Freeze the card in ebtEDGE whenever you are not purchasing groceries or withdrawing cash.

  • Change your PIN regularly; never write the PIN on the card or share it by phone or text.

  • Block online transactions and out-of-state transactions when you do not need them.

  • Check your history after you shop, and turn on available ebtEDGE account alerts.

  • Inspect the payment terminal before swiping; if the card reader seems loose or altered, ask to use another terminal.

  • Ignore messages that claim to be HRA and demand your PIN. Call the official number yourself rather than using a link from an unexpected message.

A quick script for the first phone call

I live in New York City and I found transactions on my EBT card that I did not authorize. I still have the card, but I think its details were stolen. I want to report it compromised, request a replacement card, change my PIN, and get the transaction dates, amounts and locations. I also need to know which transactions were SNAP and which were Cash Assistance.

You can read that script to EBT Customer Service at 888-328-6399. If stolen Cash Assistance is involved, ask HRA at 718-557-1399 how to submit the official claim within the 30-day window.

What to do this week

  • Today: report the card compromised at ebtEDGE or 888-328-6399; request replacement and a PIN change.

  • Today: write down every fraudulent transaction, its benefit type, date, retailer and amount.

  • Within 30 days of discovery: if eligible Cash Assistance was stolen, submit the HRA replacement claim.

  • If SNAP was stolen: do not wait for a replacement claim that New York no longer accepts; call 311 for emergency food locations.

  • Set up freeze, spending restrictions and alerts in ebtEDGE, then review the balance regularly.

  • Save the claim confirmation and follow up with DSS OneNumber if the decision has not arrived after 30 days.
